To get Santa Luċija, first you need to get to Gozo. Fortunately that’s pretty easy. You just need to take a ferry from Malta, either the Gozo Channel ferry from Ċirkewwa or the Gozo Fast Ferry y from Valletta, both arrive in Mgarr Harbour, Gozo.
